Trying to dress up unsubstantiated claims of bias as fact is hard enough as it is. With skillful application of humor and wit, it can some times be done. Slapping on the "really" sticker has never cut it, though:

Python and PHP offer different faces to different users. Compare the "Bio*" projects. BioPython is very much alive and well and being used by life science workers around the world. BioPHP is still gaining momentum.
Why?
Consider PHP and Python's dominant environments. PHP is an excellent and powerful server-side development language, and where Perl is said to be "the plumbing behind the Web", PHP is becoming the air-conditioning, windows, handles, and in some cases wiring and fuses, too.
Python, on the other hand, offers list comprehension, structured data types and functional programming too (the latter being more elegant than PHP's function handling extensions, because it is a fundamental part of Python, not a set of extensions). In my opinion, Python's emphasis on functional programming appeals more to those weaned on LISP or who find computer science boring, and are less interested in writing the perfect hash function in C++ than using a slightly less than perfect version "out of the box" to represent nucelotides in a DNA sequence. This, at least, has been my experience so far. Maybe Python is the chair, table, bed, oven and sink of the web. You could live without them, but life is harder. Or is that going too far? :-)
But, I think there is a good deal of overlap between the two languages. Co-existence is possible. Improvement is certainly possible. I think PHP offers an incredibly diverse set of functionality, whereas I think Python offers a very powerful set of tools in a small box. I like, and use, both languages, and will keep doing so. Arguments about which is best, I feel, are misplaced.
